Ethereum gained 1.8% to $1,845 after news from Washington sparked trader optimism. Rep. Bryan Steil, Chairman of the Digital Assets Subcommittee on the House Financial Services Committee, fueled speculation that the CLARITY Act could be brought to a US Senate vote next week. Yet behind the gain, a narrow price range will determine whether this rally continues or falls flat.

Steil told FOX Business that the bill could potentially reach the Senate floor next week. If passed, Ethereum could fall under a ‘digital commodity’ framework and gain official federal regulations for its trading and oversight. In a July 17, 2026 hearing, Steil urged lawmakers to finalize the legislation before the Senate takes it up, issuing a concise call: ‘Let’s pass CLARITY.’

Institutional Capital Flows In

The optimism does not stem solely from political rhetoric. Institutional flows have noticeably improved: SoSoValue data shows spot Ethereum ETFs attracted $105 million in inflows between July 13-17 - the strongest weekly inflow since April. This combination of regulatory hope and ETF flows has kept traders ‘cautiously bullish’, optimistic yet careful.

On prediction market Polymarket, the probability of the bill becoming law in 2026 rose to 39% from 30% as of July 17. However, the odds remain below 50%, held back by unresolved disputes over ethics rules and stablecoin yield provisions.

A Thin Line Holding Everything

Technically, daily momentum still favors buyers despite slowing down. The MACD line sits at 35.57, above the 21.69 signal line, with a positive histogram narrowing to 13.88. The RSI stands at 57.15 - still below the overbought zone, leaving room for further upside. Analyst Ted Pillows highlighted the $1,820-$1,850 zone as decisive: ‘if Ethereum holds above it, the expectation is a continued uptrend toward $1,950-$2,000.’

However, the risks are also evident. Political uncertainty remains the primary threat. If disputes over ethics and stablecoin provisions in the CLARITY bill drag on, the Senate vote could be delayed - and once the immediate catalyst behind this rebound fades, support at $1,780 could come under pressure again.

Awaiting Certainty on Two Fronts

Ethereum’s short-term fate now hinges on two parallel developments: whether the Senate actually holds a vote next week, and whether the price can hold above the $1,820-$1,850 zone. As long as both remain uncertain, ETH sits at a sensitive crossroads - a single piece of bad news from Washington could quickly erase this modest rally. For market watchers, next week is worth noting as a potential turning point.
