Ripple Secures ‘Golden Ticket’ Across 30 European Countries - While US Status Remains in Limbo

A company born in San Francisco that spent years battling US regulators has now gained fuller recognition across Europe than in its home country. On July 6, Luxembourg’s financial regulator upgraded Ripple’s provisional authorization into a full Crypto-Asset Service Provider (CASP) license under the MiCA framework - the first unified crypto regulation across the European Union.

This license is more than just a compliance rubber stamp. With a single license from one member state, Ripple can now ‘passport’ - offering regulated crypto services across all 30 European Economic Area countries, from Lisbon to Helsinki, without needing individual approvals in each jurisdiction. Home to roughly 450 million people, the bloc provides enough scale to reshape cross-border business dynamics.

Two Complementary Licenses

The July 6 authorization marks the second half of a structure Ripple has spent nearly a year building in Luxembourg. The first half arrived on February 2, when the same regulator granted Ripple a full Electronic Money Institution (EMI) license - giving it the green light to issue electronic money and provide regulated fiat payment services across the European Union. Combining the two carries far more weight than each standing alone: through the EMI license, European banks and fintechs can move fiat funds via Ripple; through CASP, the same clients can transfer crypto assets and stablecoins using the same provider under a unified rulebook.

Its flagship product, Ripple Payments, has reportedly processed over $100 billion across more than 60 markets. The stack of Luxembourg licenses provides the product with a clean legal wrapper in the heart of Europe. Ripple claims its total licenses now exceed 75 authorizations worldwide - a regulatory portfolio rare among crypto firms. That strategy was intentional from the outset: if you want to sell to banks, you have to look like something a bank’s compliance department can approve.

Why This License Has Become a Rare Commodity

The value of a MiCA license is best illustrated by the fate of those without one. The regulation’s transition period ends on July 1, 2026. After that date, any firm offering crypto services in Europe without a CASP license must restrict or halt operations. Of the more than 1,200 firms that once operated across Europe under a patchwork of national regulations, only around 300 are now officially registered. The casualty list includes names that seemed untouchable two years ago: Binance, the world’s largest exchange, failed to secure authorization in time and suspended services in several European markets, while Tether opted not to register at all, leading to USDT being delisted across European exchanges.

While Europe offers Ripple regulatory certainty, the picture across the Atlantic is quite the opposite. The CLARITY Act - legislation that would finally clarify for US regulators what XRP actually is - remains stalled in the Senate, still needing about seven uncommitted Democratic votes. One research firm even downgraded its chances of passing in 2026 to a coin toss. This puts Ripple in a peculiar position this summer: more heavily regulated abroad than on home turf. What remains to be seen is not just a matter of prestige, but whether legal certainty in Europe will genuinely translate into real business - and ultimately, demand for the XRP token.
