Russia Sets Rules for Official Crypto Exchanges - Retail Capped at $4,000 Annually as Major Banks Step In

Russia is preparing to legalize its domestic crypto market under a strict set of conditions. The Central Bank of Russia has released detailed draft rules for crypto exchanges, digital asset depositories, and digital currency account operators, following the State Duma’s approval of revised legislation on Digital Currency and Digital Rights on July 21, 2026. The new regulatory framework is scheduled to take effect on September 1, 2026, pending final approval from the Federation Council and President Vladimir Putin’s signature.

One of the core requirements focuses on capital adequacy. Digital depositories must maintain minimum equity between 50 million and 250 million rubles ($600,000 to $3 million), depending on the specific services they offer. This capital cannot simply consist of any asset - it must be liquid and held in high-credit-quality financial instruments. Even so, the central bank provides some flexibility: crypto exchanges are permitted to formulate their own trading procedures and independently calculate market prices and weighted average values.

The central bank will also maintain an official registry of Russia’s crypto market. The list will encompass all platform operators involved in crypto issuance, custody, and trading, including exchange organizations and digital depositories. Notably, the revised regulations dropped an earlier clause requiring crypto holders to disclose their wallet addresses. Instead, users are only required to report aggregate balances and transaction volumes. However, authorities remain cautious: large transfers abroad or to third parties may still face delays of up to 48 hours.

Guardrails for Retail Investors

Crypto assets in Russia will be legally recognized as property, though they remain prohibited for domestic payments and are permitted only for specific cross-border transactions tested under an experimental regime. Public market access is also strictly segmented by investor classification.

Non-qualified or retail investors are restricted to the three most liquid crypto assets: Bitcoin, Ethereum, and Tether’s USDT. In addition to the limited asset selection, annual purchases are capped at roughly $4,000. Access to broader investment products or higher-risk tokens is reserved exclusively for accredited investors.

Capturing a $640 Million Daily Market

The central bank’s aggressive stance is driven by market reality. Russia’s daily crypto trading volume is currently estimated at over 50 billion rubles, or roughly $640 million - with the vast majority taking place outside official channels. Legalization represents an effort to bring this transaction volume back into the domestic banking system.

Russia’s heavyweight financial institutions are taking note. The country’s four largest banks - Sberbank, VTB, T-Bank, and Alfa-Bank - have already announced they are developing digital asset custody infrastructure. The Moscow Exchange has also expressed serious interest in launching its own licensed crypto services. As technical provisions take full effect in the second half of 2027, Russia’s infrastructure is expected to be fully equipped to handle crypto capital flows.
