Sberbank Prepares Russian Crypto Exchange Before December - But $64 Billion Market Cap Rule Excludes Nearly All Altcoins

Sberbank is preparing to launch crypto trading and digital custody infrastructure by December 1, 2026. Russia’s largest bank is developing a digital depository system to record client crypto holdings, designed to process most transactions off the main blockchain network.

This institutional push comes in response to new Russian crypto trading regulations that took effect on September 1, 2026. These rules will be followed by further requirements in July 2027, mandating that all trading activities take place exclusively through officially licensed intermediaries.

However, this open door comes with a heavy filter.

Only Two Coins Qualify

To be traded on Russian public exchanges, a crypto asset must meet two strict criteria. The asset must maintain an average market capitalization above 5 trillion rubles, or roughly $64 billion. It must also generate an average daily trading volume above 1 trillion rubles ($12.8 billion) over a full two-year period.

These threshold requirements automatically disqualify nearly all altcoins in the global market from public exchanges. Currently, virtually only Bitcoin, and potentially Ethereum, can pass this screening. Qualified investors still retain access to a broader selection of assets. In contrast, the general retail market is left with a very limited trading menu. Behind this green light, the Russian government has not moved its main red line: using crypto as a means of payment for goods or services within the country remains strictly prohibited.

Bitcoin’s Footprint in Russian Institutions

Sberbank had already tapped into the Bitcoin ecosystem before finalizing its exchange infrastructure plans. Last year, the bank offered structured bond products tied to Bitcoin exclusively for qualified investors. Last December, Sberbank also ran a pilot project for a Bitcoin-backed lending facility in partnership with mining firm Intelion Data.

This banking policy trajectory builds on 2024 legislation that officially legalized mining activities. That framework also established an experimental regime for digital asset-based cross-border settlements. In 2025, the Bank of Russia allowed qualified investors to purchase a variety of crypto-linked financial products. Regulators subsequently drafted gradual easing for the retail market through direct purchase proposals for the general public, though capped at a maximum limit of 300,000 rubles per year.

For the vast majority of altcoins, Russia’s public market may remain firmly shut. Sberbank’s infrastructure framework illustrates how the state manages emerging financial instruments: absorbing deep liquidity through banking channels without surrendering domestic monetary sovereignty among the general public.
