A new mod for Grand Theft Auto V (GTA V) transforms the fictional city of Los Santos into a heavy mass surveillance zone. A modder named WTTDOTM released a modification titled ‘Grand Theft Automated License Plate Reader,’ installing 235 Flock-branded automated license plate recognition (ALPR) cameras across various corners of the virtual city.
These surveillance devices are actively functional within the game’s mechanics. Every Flock camera in the mod photographs passing player vehicles, tracks their travel routes, and directly reports all traffic violations to in-game police. As a countermeasure, the modder offers one solution: players are free to destroy the camera units and share videos of their destruction across social media platforms.
Criticism of Flock Safety Operations
WTTDOTM’s creation of the mod stems from public backlash against the real-world expansion of Flock Safety’s camera network. The private ALPR provider is currently valued at $8 billion and has deployed more than 100,000 surveillance cameras across streets throughout the United States.
While 235 cameras across the Los Santos map may feel dense to players, that figure is actually modest. The in-game camera count represents only one-tenth of the total Flock surveillance devices currently installed across Los Angeles County in real life.
The primary concern regarding this tracking technology centers on the potential misuse of citizen data by law enforcement. An investigative report by The Washington Post noted that at least 69 police officials in the United States have been accused, charged, or disciplined for exploiting license plate tracking data from Flock systems and similar technologies.
Pushing Back on Procurement Budgets
The wave of opposition against mass surveillance technology extends beyond public protests and video game mods. Privacy concerns have steadily entered the political agenda and are now being debated in the United States Congress.
Concrete restrictions are also emerging at the state level. Texas Governor Greg Abbott ordered all state agencies to halt funding intended for procuring Flock cameras.
Toppling camera poles in Los Santos gives GTA V players immediate satisfaction in expressing their resistance. But for citizens who refuse to be surveilled, shutting down these camera networks in the real world requires a long legal and regulatory process.
