HTX and UK Regulator in Settlement Talks - First Illegal Crypto Promotion Case Implicates Pro-Russian Network

Crypto exchange HTX and the UK financial watchdog, the Financial Conduct Authority (FCA), have finally sat down at the negotiating table. After months of lost contact with no clarity, both parties are now working to reach a settlement over a lawsuit regarding illegal crypto promotions allegedly targeting UK consumers. Following this development, the High Court decided on June 25 to grant a two-month extension for negotiations, while temporarily halting all court proceedings.

The lawsuit, filed by the FCA in October 2025, is recorded as the first case in a UK court specifically targeting a crypto company for violating marketing rules. Local authorities are targeting the Panama-incorporated Huobi Global entity, along with the operator of the HTX exchange, whose official identity was not explicitly disclosed. The main focus is the violation of crypto financial promotion rules, which have been officially in effect in the UK since October 2023.

Why the FCA Previously Struggled to Trace HTX’s Operations

In the early stages of the investigation, the FCA hit a dead end. The authority revealed that the crypto exchange linked to Justin Sun - the founder of the Tron network who took a controlling stake in 2022 - has an opaque operational structure. This situation caused communication between the regulator and the exchange to be cut off for months before negotiations finally reopened.

In addition to dragging HTX to court, the FCA went further by cutting off the platform’s digital access in the UK. The authority urged various social media platforms to block HTX’s official accounts specifically for local users. At the same time, their application was also requested to be permanently removed from all app store providers operating in the jurisdiction. In response to this onslaught, HTX issued a brief denial, asserting that their products and services were not targeted at users in the UK from the start.

Russian Fund Trails Behind the Marketing Case

Despite claiming not to target the local market, the UK government’s scrutiny of the former Huobi entity did not stop at advertising. On May 26, the UK imposed severe sanctions on Huobi Global S.A. as part of a package of crackdowns targeting the pro-Russian A7 network. The state sanctions include asset freezes and payment flow restrictions that restrict the operations of the related entity.

The series of penalties was not enough. The government also added another layer of sanctions in the form of internet service restrictions for the platform, along with a ban on providing trust services. Pressure from both directions - civil court and state sanctions - has put HTX’s UK operations on high alert.

On-chain analysis data shows why UK authorities have gone this far. A report from blockchain intelligence firm Global Ledger noted that HTX processed approximately $21.06 billion in crypto fund flows categorized as high-risk from 2021 to May 2026. Of that total, $7.64 billion was directly linked to various Russian entities and the darknet.

The FCA’s civil case against HTX may ultimately end in a fine or a closed settlement. However, resolving a single marketing issue will not automatically erase the trail of billions of dollars in illicit fund flows that have landed this exchange on the sanctions list. As reported by crypto.news.
