Zcash Hires $750,000 Lobbyist in Washington - Mission to Defend Privacy Coins Begins

Pretty Good Policy for Zcash (PGPZ) has officially registered its first lobbying operation in Washington, effective October 1, 2026. PGPZ Executive Director Divij Pandya is listed as the sole registered lobbyist who will bring the Zcash community’s voice to the heart of US policymaking.

The ecosystem is fully backing this political maneuver with complete funding. Last August, Zcash Community Grants approved a $750,000 grant, with the entirety of the funds dedicated to financing PGPZ’s operations during its first year.

The Real Threat of Anti-Privacy Regulation

The move to hire a lobbyist stems from specific pressures. Zcash operates as a privacy coin relying on zero-knowledge proof technology. This built-in anonymity leaves Zcash in a vulnerable position, as its existence faces ongoing threats from a wave of anti-privacy regulations pushed by authorities.

On Capitol Hill, Pandya’s priorities are already mapped out. PGPZ’s lobbying efforts will focus on the draft Digital Asset Market Clarity Act and two new regulatory proposals governing digital asset taxation.

Roots of an Earlier Movement

Although PGPZ only officially launched to the public in June 2026, the movement’s foundation was established four years earlier. The organization is a direct evolution of the Pretty Good Policy for Crypto initiative founded by Electric Coin Co. in 2022.

Their educational track record in policy circles began long before this lobbying registration. Throughout 2023, the predecessor group regularly held Washington policy roundtables and briefed Congress on the importance of encryption technology.

PGPZ founder Paul Brigner, who also serves as Chief Policy Officer at ZODL, outlined the purpose behind the formal lobbying filing. He emphasized that the registration aims to ensure the Zcash community maintains serious, organized, and credible policy engagement in Washington - ensuring they retain a seat at the table when new rules are drafted.
