Over 1 billion rubles in cryptocurrency flowed through thousands of addresses that have now caught law enforcement’s radar. The Bank of Russia added 2,600 crypto wallets to an information system utilized by banking networks and law enforcement agencies throughout the first half of 2026. These wallets were identified as belonging to companies, investment projects, individual entrepreneurs, and various other entities showing traces of illegal financial activity.
The regulatory sweep was accompanied by blocking access to more than 11,800 online resources. Thousands of those links were operated by illegal financial market participants and pyramid scheme operators. They cast their net across more than 940 separate websites, 120 Telegram channels, and over 2,500 social media pages. The central bank implemented restrictive measures against more than 500 payment details, leading to over 330 administrative cases and more than 450 other law enforcement actions.
The Lure of Fictitious Mining
Digital assets remain the primary gateway for siphoning victim funds. More than 74% of the pyramid schemes identified in the first half of this year used crypto to attract capital, while the remainder relied on foreign payment services or cash. Scammers disguised their schemes with a variety of fraudulent offers - ranging from fake crypto mining investment packages and tokens claiming to track gold prices to USDT-denominated loan products.
In total, the regulator identified 2,891 illicit entities during the first six months of 2026. This finding represents a 31% decrease compared to the same period in 2025. However, behind that overarching downward trend, one sector saw a sharp surge. The number of illegal lenders doubled to 999 entities, jumping from 467 entities a year earlier.
Welcoming Official Regulation in September
The intensity of wallet blacklisting this year remains below last year’s record figures. Throughout 2025, the Bank of Russia identified more than 4,600 crypto wallets directly linked to various pyramid schemes. Last year, cryptocurrency was accepted by 84% of pyramid projects, slightly higher than the 74% share recorded this year.
The series of enforcement operations leads toward one major state agenda. Russia recently passed legislation creating an official regulatory framework for crypto exchanges, brokers, custody service providers, and other digital asset intermediaries. Starting this September, the Bank of Russia will assume full responsibility for supervising the newly legalized market. Cleaning up thousands of tainted addresses today serves as a logical step before officially taking control of the national crypto market.
