Arbitrum Pindahkan $30,5 Juta Kripto Curian Binance Tanpa Kunci Privat - Pengembaliannya Menanti Voting DAO

Arbitrum Moves $30.5M in Stolen Binance Crypto Without Private Keys - Return Awaits DAO Vote

The Arbitrum Security Council executed an emergency transfer of approximately $30.5 million in assets linked to the Binance hack. The assets comprise 8,425 ETH and 74,559,805.2 ARB previously controlled by the attacker at wallet address 0x3E2bf1ac6bf0934BBba6456C341c2EcbCED632d5. All balances have now been moved to a holding address ending in 0DA0 on the Arbitrum One network.

This preventive measure halted the movement of illicit funds before they could be transferred to other protocols. What distinguishes this action from standard incident responses is that the asset transfer took place without requiring access to or the hacker’s private keys.

How the Network Moved Assets Without Private Keys

The Security Council executed this operation purely through administrative authority over protocol infrastructure. During this intervention, developers introduced a temporary function named sendUnsignedTransactionOverride to Arbitrum’s Ethereum inbox contract. This technical feature enabled cross-chain transactions by impersonating the original sender without requiring cryptographic signatures from the address owner.

At exactly 08:08 HKT on Oct. 30, the administrative transaction was executed atomically under transaction hash 0xb69c81774f507d46ce776aeaed8b4d31df96dd66ce6fd05073481011835355d6. Once all assets reached the holding address, the contract implementation was immediately reverted to its original version in the same transaction to remove the override function.

Constitutional Limits and DAO Voting Procedures

Arbitrum emphasized that the Security Council’s emergency powers are subject to clear protocol limitations. This intervention was conducted solely to halt the movement of stolen assets and keep them within reach. Returning the funds to legitimate victims cannot be decided unilaterally by the council, falling entirely under the governance authority of ArbitrumDAO through a formal voting mechanism.

The Arbitrum Constitution stipulates that chain-owner status is shared between the DAO and the Security Council to update core protocol parameters on Ethereum. However, this administrative authority is strictly confined to the Arbitrum ecosystem. The council has no technical capability to touch independent accounts on the Ethereum mainnet, let alone claw back Bitcoin assets from other blockchains.

For community members and ARB tokenholders, the action demonstrates the protocol’s capability to halt tens of millions of dollars in fleeing assets. Yet for victims awaiting their funds, the restitution process must now go through formal consensus via a governance vote.
