If approved and signed by the California governor, the enrolled bill will automatically take effect on January 1, 2027. Lawmakers established specific criteria defining memecoins as digital asset instruments whose performance relies on public interest, pure speculation, and community hype.

The swift legislative approval in California coincides with a report published by nonprofit watchdog Public Citizen detailing the financial impact of political tokens. Their research estimates that TRUMP coin holders have suffered a collective loss of $3.2 billion. The report notes that this figure reflects plunging portfolio valuations, though the majority consists of unrealized losses.

Across crypto exchange boards, TRUMP is no minor player, ranking as the fifth-largest memecoin with a market capitalization of $688 million. While the token recently staged a 53% price rally over the past week, this rebound offsets only a fraction of its 67% decline since the beginning of the year.

Two Opposing Directions

Concerns surrounding political instruments extend beyond price volatility. The same report criticized the Trump family for allegedly actively lobbying against the progression of the CLARITY Act - a regulatory framework designed specifically to overhaul the entire digital asset market structure.

Compounding retail investor losses alongside regulatory maneuvering prompted California lawmakers to fast-track the decision. For industry participants, this unanimous, uncontested vote reaffirms a fundamental principle: speculative token plays riding on the influence of public office will face a legal wall.
