Recall Foundation Winds Down and Burns 35% of Token Supply - $3.7M Cash Not Distributed to Token Holders

The Recall Foundation’s board of directors decided to wind down protocol operations after evaluating that its adoption, operating expenses, and growth projections were no longer commercially viable. The decision marks the end of the project’s journey after circulating its token across Web3 networks.

As part of the shutdown process, the foundation burned 358,562,442 RECALL tokens held in its custody. This figure represents 35.86% of the initial total supply of 1 billion tokens.

The burned allocation was drawn from three reserves: 175.9 million tokens from locked ecosystem reserves, 79.7 million tokens from the foundation wallet, and 57.8 million tokens from locked treasury reserves. Following the token burn, the remaining circulating supply of RECALL is estimated at 641,437,558 tokens, with none held by the foundation.

However, burning over a third of the token supply brings little relief to investors’ wallets.

Where the $3.7 Million in Cash Is Going

According to records as of October 30, the foundation held an estimated $3.7 million in cash in the form of USDC, USDT, and fiat currency. For token holders, the foundation confirmed there will be no buyback, redemption mechanism, or pro-rata distribution of treasury funds to RECALL holders.

The entire $3.7 million cash balance has been allocated to settle liabilities and fully fund the organization’s dissolution process until exhausted. Token holders will receive no portion of the remaining cash funds.

Alongside setting the cash allocation, the foundation is halting all software development, administrative support, and official liquidity provision. The foundation even expects crypto exchanges will soon delist the RECALL token from their trading pairs.

Unstaking Procedures and Dissolution Plans

Recall Foundation’s official web application services transitioned to read-only mode starting November 30. This policy also halts all new competitions and staking reward distributions to the community.

User-staked RECALL tokens are excluded from the burn agenda. However, users must manually unstake via proxy smart contract interaction using ETH for gas on the Base network. Without manual withdrawals by their respective owners, the assets will remain locked in the network contracts.

The organizational wind-down also extends to its offshore legal structures. Subsidiary entity Atlas Networks Limited is preparing to enter voluntary liquidation in the British Virgin Islands, followed by the dissolution of the Cayman Foundation in the first quarter of 2027.

For RECALL holders with assets still locked in staking, the remaining window before the system shutdown requires manual withdrawals on the Base network, while market liquidity is expected to keep drying up amid planned exchange delistings.
