US Sanctions Russian Shadow Network That Moved $179 Billion - Key Was Ruble Token on TRON and Ethereum

The United States government has imposed sanctions on Russian shadow banking operation A7 Network after tracing its crypto fund flows. The US Office of Foreign Assets Control (OFAC) designated A7 as a significant transnational criminal organization for helping Iran and the Islamic Revolutionary Guard Corps (IRGC) evade economic sanctions.

Recent investigations revealed that the scale of the network’s operations far exceeded initial estimates. Between February 2025 and June 2026, more than 180 entities processed at least $179.1 billion through the A7A5 token. That figure is significantly higher than previous US findings, which had only tracked $17 billion in fiat flows between January 2025 and June 2026. A7 itself previously claimed a historical volume of 7.5 trillion rubles, or roughly $91.5 billion - equivalent to one-eighth of Russia’s total foreign trade last year.

Ruble Token on TRON and Ethereum

A7A5 functions as a ruble-denominated crypto token issued by Old Vector, a Kyrgyzstan-registered entity. The token runs on the TRON and Ethereum blockchain networks, with all underlying deposits managed by Promsvyazbank, Russia’s state-owned defense bank. The A7 network began operating in September 2024 through a collaboration between Promsvyazbank and Ilan Shor, a fugitive Moldovan oligarch.

Actors leveraged A7A5 as a medium of exchange immune to freezes by Western authorities. They swapped the ruble token for the USDT stablecoin before cashing out into fiat currency. Historical transaction records show most funds flowed through Garantex and Grinex - two crypto exchanges previously sanctioned by the US.

Masking Locations from Moscow

The A7 network operates hundreds of Sub-Agents managing accounts across roughly 435 financial institutions in at least 83 countries. To conceal their operations, A7 personnel controlled all accounts directly from Moscow using dedicated VPN networks. The tactic manipulated banking tracking systems so instructions appeared to originate from Dubai, Hong Kong, or Bishkek.

Fund-tracing investigations led to entities linked to Iran’s shadow tanker fleet. One A7 Sub-Agent and its sister company received nearly $140 million from parties listed as Iranian sanctions evaders. Additionally, the US tracked approximately $1.6 million in remittances to a firm involved in weapons procurement.

Tightening the Net on Crypto Exchanges

The Financial Crimes Enforcement Network (FinCEN) issued a proposed rule to fully shut down this operational loophole. The regulation prohibits all fund transfers involving A7 Sub-Agents, whether in fiat currency or crypto. The proposal will bind approximately 348,000 financial institutions worldwide, including cryptocurrency exchanges.

US Treasury Secretary Scott Bessent underscored his country’s stance toward non-compliant entities. “If you facilitate illicit finance for America’s adversaries, you will lose access to the US financial system,” he said. The new rule and blocking sanctions ensure blockchain infrastructure can no longer be freely exploited to evade international sanctions.
