A recent analysis from the Bitcoin Policy Institute (BPI) shows that if 1% of total national tax revenues are paid in Bitcoin over the next 20 years, the US could potentially generate a cumulative value of up to $14 trillion.

With fiscal year 2025 tax revenues recorded at $5.23 trillion, a 1% scenario translates to approximately $52.3 billion per year flowing into the national treasury in the form of Bitcoin. If this trend is sustained, the government is estimated to accumulate over 4.3 million BTC by 2045, with long-term conservative terminal price projections reaching $3.25 million per coin.

BPI estimates this strategy offers a net advantage of roughly $13 trillion compared to holding the same funds in conventional cash instruments.

Integration with Digital Asset Reserve Policy

The legislation expands upon the policy framework established in March, when the White House ordered the consolidation of all legally forfeited Bitcoin into a single strategic reserve. That policy ended the government practice of auctioning seized crypto assets in favor of a long-term accumulation model.

US federal entities currently hold an estimated 326,000 BTC from asset seizures and recoveries, making the government one of the largest institutional Bitcoin holders in the world.

Under the new rules, citizen contributions through tax payments would serve as an additional accumulation channel without requiring direct outlays from the national treasury.

Tax Incentives Altering Bitcoin Holder Behavior

A crucial provision in the proposal eliminates capital gains tax liabilities on Bitcoin used to pay federal taxes. This means Bitcoin holders will not need to sell their assets first to pay taxes in dollars, reducing friction and avoiding additional tax burdens.

This structure is designed to encourage voluntary participation and accelerate the direct flow of Bitcoin into the national reserve. The Department of the Treasury would partner with regulated financial institutions to manage custody, transaction settlement, and cold storage.

Fiscal Impact and Position on the National Deficit

Against the backdrop of a fiscal deficit reaching roughly $1.8 trillion in 2025, proponents view Bitcoin as a hedge against dollar depreciation and mounting public debt pressure.

However, critics point out the elevated volatility risks of a non-yielding asset marked to market, which could introduce sharp swings into the national balance sheet during extreme price corrections.

The government maintains that the reserve is not intended for short-term liquidity, but rather as a strategic store of value analogous to national gold reserves.


Technical and Operational Implementation Challenges

Implementing this system demands major reforms to tax collection infrastructure. The government must manage systems capable of handling:

  • Real-time pricing upon payment receipt
  • Refund protocols for intraday volatility
  • Compliance screening for sanctions and anti-money laundering regulations
  • Multi-signature governance aligned with federal cybersecurity standards

These technical complexities also complicate fiscal evaluation, as Bitcoin transactions would no longer trigger traditional taxable events the way dollar conversions do.

Potential Market Structure Disruptions

Under a 1% adoption scenario, the volume of Bitcoin absorbed annually by the government approaches the trading volume of quiet spot market sessions. At higher adoption rates, this inflow could rival daily newly minted Bitcoin issuance.

Such conditions could tighten market liquidity, widen price spreads, and amplify volatility sensitivity due to predictable purchase patterns.

This serves as an important caveat to the BPI model assumption, which considers no reflexive price impact from government accumulation.

A New Direction for American Digital Monetary Policy

Through the Bitcoin for America Act, the US government is not only expanding tax payment methods, but also redefining national value management strategy in the digital era. If passed, the policy will establish a global precedent regarding Bitcoin’s legitimacy as a sovereign fiscal instrument and store of value.

More than mere technical innovation, the policy reflects a transformation in economic philosophy: transitioning from a pure fiat-based system toward a hybrid model that recognizes crypto assets as legitimate components in the national financial architecture.
