California Unanimously Passes Ban on Officials Issuing Meme Coins - Newsom Takes Direct Aim at Trump’s Crypto Project

California Governor Gavin Newsom signed Assembly Bill 2409 on September 27, 2026, officially barring state and local public officials from issuing meme coins. The bill’s enactment came alongside a pointed message aimed at President Trump, who launched a meme coin project in 2025. Newsom delivered a direct jab at the move, stating: “No official should profit off their office.”

Assemblymember Avelino Valencia first introduced the draft of AB 2409 on February 20, 2026. Since its introduction, the measure sailed through the legislature without a single dissenting vote. The bill secured unanimous 77-0 approval in the State Assembly in May, before locking in a 40-0 vote in the Senate in August. The ban strictly binds a broad range of officials, from elected and appointed state and local officers to legislative members, as well as all members of government boards and commissions.

2027 Deadline for All Crypto Exchanges

The impact of the new rule extends directly to the operations of crypto exchanges. Starting January 1, 2027, all crypto platforms serving California residents are prohibited from listing meme coins issued by, or partnered with, public officials at the federal, state, or local levels. The law leaves only one exception: tokens that were already issued and circulating before that deadline will not be affected by the platform listing ban.

Enforcement for violators of AB 2409 is not concentrated in a single agency. Prosecutorial authority is broadly granted to the state attorney general, district attorneys, city attorneys, and county counsels to bring illegal token issuers to court through civil lawsuits.

New Authority to Seize Digital Assets

The policy package signed by Newsom does not stop at token issuance bans. The governor also signed Senate Bill 1208, which overhauls and expands the scope of California’s money laundering laws to cover illegal transactions involving digital assets. Law enforcement agencies now hold full authority to freeze, seize, and forfeit crypto assets proven to be tied to criminal activity.

California’s legal maneuvers tighten restrictions from two distinct fronts. The state is closing speculative loopholes for policymakers from within government halls, while simultaneously cutting off illicit financial flows for criminals on the blockchain. Reported by crypto.news.
