Coinbase Didenda 3,25 Juta Euro di Irlandia - Dana Nasabah Sempat Tercampur Saat Silvergate Goyang

Coinbase Fined €3.25 Million in Ireland - Customer Funds Commingled During Silvergate Turmoil

The Central Bank of Ireland (CBI) has imposed a €3.25 million (around $3.6 million) fine on Coinbase Ireland. The administrative sanction was issued after the monetary authority uncovered serious breaches in customer fund safeguarding compliance and operational outsourcing governance at the local entity.

What makes the ruling notable is not just the size of the fine, but a string of systemic and outsourcing failures behind the exchange’s operations.

Commingled Accounts During Silvergate Turmoil

The fund segregation issues began when crypto-friendly bank Silvergate teetered on the brink of collapse in 2023. During that period, Coinbase instructed 30 customers to deposit funds into alternative accounts at another US bank. That emergency transfer triggered compliance breaches, directly commingling Coinbase Ireland customer funds with those from other Coinbase entities.

Regulators highlighted Coinbase Ireland’s excessive operational reliance on its parent entity, Coinbase Group, in the United States. This outsourcing of critical functions operated without an adequate governance control framework or system testing by the local Irish entity. Weak oversight led to cross-border cash flow errors: Coinbase revealed that euro withdrawals for US and UK customers were at times paid out directly from Coinbase Ireland’s customer safeguarding accounts.

Coding Errors and Sanctions History

Deposit administration issues also extended to technical infrastructure reliability. A computer coding error caused Coinbase Ireland’s safeguarding accounts to be underfunded by an average of 0.54%. This underfunded status in customer safeguarding accounts persisted over an extended period, spanning all of 2023 through the first half of 2024.

In its statement, Coinbase emphasized that no customers experienced financial loss or lost access to their deposits during the operational incidents. Nevertheless, the CBI viewed the failure to segregate customer accounts and weak outsourcing risk mitigation as serious breaches of prudential rules.

The €3.25 million fine comes nearly a year after the CBI fined Coinbase Europe €21.4 million over anti-money laundering (AML) breaches spanning 2021 to 2025. For European crypto exchange users, the back-to-back penalties from Dublin regulators serve as a stark reminder: paper compliance and regulatory authorizations do not automatically protect an exchange’s internal operations from fund mismanagement risks.
