Latvia Targets Tokenization Regulations by 2027 - Commercial Property as Starting Point After Missed Deadline

Latvia is targeting the completion of a regulatory framework for real-world asset (RWA) tokenization in the first half of 2027. Latvian Economy Minister Viktors Valainis confirmed the timeline on the sidelines of the UN:BLOCK fintech conference in Riga. The Baltic nation’s government has set commercial property as its starting point before expanding the scope to state financial instruments.

The government in Riga is choosing to move gradually while adopting benchmarks already tested by fellow eurozone members.

From Commercial Real Estate to Digital Bonds

Valainis described the commercial property sector as a ‘good starting point’ for building real-world asset regulations. Once the commercial property sector has a clear legal foundation, Latvian government bonds are next on the tokenization priority list.

The move to issue digital debt securities follows a pilot project previously carried out by Slovenia. In July 2024, Slovenia issued a 30 million euro digital bond under the European Central Bank (ECB) exploratory framework. Slovenia’s experience now serves as a reference model for the ministry in Riga as it drafts its technical rules.

Crypto Tax Options and MiCA Licensing Queue

The policy exploration also extends into state revenues. The Latvian government is studying permitting personal tax payments using crypto assets. The technical framework, including the process of converting crypto payments into euros before entering state coffers, is still being formulated.

The Economy Minister personally also supports establishing a small national crypto reserve for the country. Regarding holding such reserves, Valainis stated that ‘there is no way that this is not going to happen.’

Around 40 companies are currently applying for business licenses under the European Union’s crypto-asset regulatory framework, MiCA, through Latvian jurisdiction. The domestic policy formulation process also involves the Latvian Blockchain Association (LBAA), with members such as crypto exchanges Kraken and Backpack EU, fintech firms Indemo, Capitalia, and Twino, as well as airline airBaltic.

Missed Deadlines and Proving Economic Benefits

Latvia’s Ministry of Economics missed an Oct. 1 deadline to finalize an assessment on legal changes for real estate tokenization. The legal evaluation document is reportedly still ‘in progress.’

Calculations of exact financial gains for the state have not yet been established. The Latvian government’s primary argument currently rests on attracting international businesses, driving investment inflows, and expanding the tax revenue base.

For crypto industry players and institutional investors across Europe, the first half of 2027 will test whether the Riga ministry’s commitments truly materialize into practical regulations on the ground.
