Trump Reportedly to Meet Coinbase and Ripple Chiefs on August 19 - Crypto Bill Passing Probability Stands at Just 19%

The United States government is once again gathering digital asset industry leaders. President Trump is reportedly planning to attend a special meeting with over a dozen crypto CEOs at the Eisenhower Executive Office Building - a building directly adjacent to the White House - on August 19, 2026. This meeting will pave the way for the inaugural meeting of the CFTC Innovation Advisory Committee, which will be held the following day.

Although the White House has not yet released an official list of attendees, several big names have been confirmed. The list includes Coinbase’s Brian Armstrong, Ripple’s Brad Garlinghouse, as well as representatives from a16z, Chainlink, Paradigm, Kalshi, Gemini, Robinhood, and Polymarket.

Who Else is Sitting at the Table?

The August 19 meeting is not just a casual gathering. The event serves as a kickoff or warm-up before the CFTC Innovation Advisory Committee discusses the topic titled ‘Crypto’s Regulatory Evolution: From Uncertainty to Clarity’ on August 20.

Consequently, the invited participants do not only come from pure crypto companies. Executives from traditional exchanges such as CME Group, Nasdaq, ICE, and DTCC are also part of this new committee. In addition to them, CFTC Chairman Mike Selig and SEC Chairman Paul Atkins have also received invitations. From the cabinet, Treasury Secretary Scott Bessent and Commerce Secretary Howard Lutnick are also likely to join the discussion table.

The Uncertain Fate of the Crypto Bill

This series of meetings comes at a time when the Digital Asset Market Clarity Act (CLARITY Act) remains stalled. The crucial piece of legislation for the crypto market is currently held up in the Senate following the August recess. This is despite the US House of Representatives having previously approved the initial draft of the bill in July 2025 by a vote of 294 to 134.

Prediction markets are not offering a highly optimistic outlook for full enactment this year. According to Polymarket data, the odds of the CLARITY Act passing into law in 2026 stand at just 19%, while research from Galaxy Research pegs the probability at 10%.

However, market participants are placing their hopes on the voting process. On the Kalshi platform, a betting volume of $1.23 million indicates an 88% chance that the Senate will at least hold a vote before October 1. In response to this grueling political process, Coinbase CEO Brian Armstrong stressed that the industry will not sit idly by. “The momentum of this technology continues to grow with or without Congress’s calendar,” he said.

The Work That Lies Ahead

The passage of the CLARITY Act is just one part of a broader regulatory debate. Various fundamental issues are still awaiting resolution. To date, rules concerning stablecoin yields, decentralized finance (DeFi) operations, and consumer protection guidelines remain unresolved.

Furthermore, there is a new political hurdle to overcome. The potential ethical conflict of a president being directly involved in the crypto industry business is also an issue that policymakers have yet to fully address. All the big names are now sitting at one table - but a concrete solution will not necessarily be born overnight.
