The Bank of Korea is examining the readiness of 31 major domestic financial institutions to withstand digital asset market shocks. The risk survey, covering 18 commercial banks and 13 securities and brokerage firms, has been underway since October 23, 2026. The move marks the South Korean monetary authority’s first formal review of the conventional banking sector’s exposure to the crypto market.
This stress test is designed to evaluate how extreme crises could spill over into financial institutions’ balance sheets. The central bank has modeled several scenarios, ranging from sharp crypto asset price drops to prolonged trading slumps. The BOK is also calculating potential domino effects if a single institution suffers severe losses from an incident in the crypto sector.
Simulating the Hack of the Largest Exchange
The primary focus of the testing centers on a scenario where South Korea’s largest crypto exchange suddenly freezes all operations. The abrupt halt is modeled to stem from either a large-scale hack or severe technical failure. The BOK is measuring the extent to which liquidity disruptions at a leading exchange could spill over to banks managing customer transaction accounts.
The regulatory review goes beyond market panic simulations. The BOK is cataloging operating budget allocations, dedicated digital asset staff headcounts, and each institution’s strategic rationale for business expansion. The central bank is also gathering data on the total investments channeled by these 31 financial firms into various domestic and overseas crypto companies.
Stablecoin Pilots Amid Cybersecurity Vulnerabilities
The risk assessment unfolds as domestic banks actively pilot digital asset initiatives. KB Financial Group completed a won-based stablecoin pilot project in May 2026. Alongside this trend, Kakao Pay and KakaoBank partnered with infrastructure platform Fireblocks in September 2026.
Policy direction in Seoul remains divided over issuance authority. The BOK insists on granting stablecoin issuance licenses exclusively to commercial banks. Divergent views regarding licenses for non-bank institutions have stalled legislative discussions on the Digital Asset Basic Act in parliament.
Regulatory concerns have mounted after the Financial Services Commission (FSC) tightened cybersecurity standards in October 2026. An FSC evaluation uncovered security vulnerabilities at 130 of 555 audited financial entities, following security breaches at 16 companies, including crypto exchanges. The BOK stress test results will shed light on the resilience of conventional banking defenses against risk spillovers from the crypto ecosystem.
