Ethereum Inner Circle Expands Following 20% Staff Layoffs - $180M Asset Recovery Expert Joins Leadership Board

The Ethereum Foundation’s inner circle has just opened its doors to a new member. Effective July 29, the leadership board, previously comprised of three members - Vitalik Buterin, President Aya Miyaguchi, and Swiss counselor Patrick Storchenegger - has officially expanded to four. The new appointee is Pascal Caversaccio, widely known as pcaversaccio among on-chain enthusiasts. This voluntary appointment for an initial one-year term signals a strategic shift in the network’s priorities.

Bringing a $180 Million Asset Recovery Track Record

Caversaccio is no stranger to putting out fires in the crypto industry. He serves as co-founder and chair of SEAL 911, a free 24/7 crypto emergency response service. The team’s track record speaks for itself: they have responded to over 3,300 tickets, coordinated more than 125 crisis war rooms, and helped safeguard over $180 million in assets across various exploits.

His ideological stance on network security is well documented across multiple publications. Caversaccio authored “The Ethereum Cypherpunk Manifesto” in 2024 and “Ethereum Privacy: The Road to Self-Sovereignty” in 2025. Through both works, he emphasized the critical importance of individual user privacy. Now, that perspective has direct representation at the foundation’s highest decision-making table.

Appointment Follows Layoffs and Structural Overhaul

Caversaccio’s arrival coincides with an internal restructuring phase at the Ethereum Foundation. A reorganization in June led to the layoff of 54 employees, representing roughly 20% of its total workforce. Following the downsizing, the foundation reorganized its operations into five core clusters: protocol, access, users, community, and institutional.

This restructuring introduced new operational standards, with the protocol cluster establishing privacy and security as non-negotiable guarantees. The relationship between the foundation and Caversaccio’s team predates this board appointment. In February, the foundation sponsored SEAL security engineers to track crypto drainer operations targeting Ethereum user wallets.

On the software security front, the foundation’s protocol team has deployed coordinated AI agents to hunt for code vulnerabilities. This collaborative effort led to the discovery of a vulnerability in libp2p, which was promptly patched and designated as CVE-2026-34219.

What Does This One-Year Term Mean?

Caversaccio’s term is effective immediately, with no word yet on whether the position will be extended beyond the initial one-year period. Elevating a cybersecurity expert to the executive tier underscores that scalability is no longer the sole priority.
