Ethereum Layer 1 must become immune to quantum computer attacks no later than December 2029. Ethereum Foundation (EF) protocol coordination lead Fredrik Svantes stated that his team is targeting that deadline to patch the network’s base layer.
The Ethereum network currently remains vulnerable to future computational threats. User account systems and transaction-reading validators still rely on legacy cryptography that could potentially be cracked by quantum computers. Efforts to patch this vulnerability have forced developers to divide the migration roadmap into five independent technical areas: user accounts, validator signatures, consensus mechanisms, data availability, and ZK-proof systems, with each area requiring a distinct migration path.
Mandatory Requirements for the Hegotá Upgrade
The initial groundwork for this quantum protection will be embedded in the Hegotá upgrade package. The EF recently published a technical assessment of 62 candidate EIP proposals, which were screened through 397 evaluation stages by 60 researchers across 9 different teams. This screening report also marks the first time the Protocol Cluster team has released unified technical guidance to the public. As a result, developers designated only two EIPs as must-include: EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions).
The FOCIL proposal is slated for inclusion to strengthen Ethereum’s transaction censorship resistance. This code opens an alternative route for users to process valid transactions without relying entirely on centralized block builders. Meanwhile, Frame Transactions alters the network layer by introducing native account abstraction, which also establishes an official pathway toward post-quantum authentication. Alongside two companion proposals, EIP-8141 also lays the groundwork for privacy directly at the protocol level.
The mandatory status of both proposals provides guarantees for the development process. The EF is committed to adjusting the Hegotá release schedule if either of these two EIPs risks implementation failure, rather than dropping the code. Dozens of other ideas fill the queue below them: 15 tier-A EIPs expected to pass technical testing, 8 remaining candidates, 7 proposals falling below the priority threshold but not yet eliminated, 28 officially rejected proposals, and 2 deferred EIPs that are still awaiting data from the Glamsterdam upgrade.
Low-Cost Experiments Ahead of 2029
Ethereum’s public roadmap slates the Hegotá upgrade to launch in 2027, following the completion of the Glamsterdam upgrade rollout in the fourth quarter of 2026. Although the main release of Hegotá is still three years away, client-level code implementation could begin as early as late 2026.
Before protocol-level overhauls are completed, independent quantum protection trials are already underway. Last June, a network researcher named Nico demonstrated a method for users to shield their personal accounts with post-quantum defenses. Utilizing smart contract logic and SPHINCS-based signature protocols, this additional layer costs roughly $0.07 per wallet in execution fees - a low-cost proof of concept before Ethereum is forced to overhaul its entire cryptographic design ahead of December 2029.
