Hong Kong to Eliminate Central Bank Cut-Off Times by Late 2026 - 24/7 CBDC Settlement Paves Way for Derivatives

Hong Kong has outlined plans to introduce central bank digital currency (CBDC) settlement operating 24 hours a day, 7 days a week. The target for tokenized deposit markets is slated to go live around late 2026, as detailed in the Hong Kong Policy Address 2026.

Under the new policy mandate, the Hong Kong Monetary Authority (HKMA) will run CBDC settlement and round-the-clock operations under the EnsembleTX initiative. This program marks the live transaction phase of Project Ensemble. Throughout 2026, EnsembleTX has handled real-value transactions involving various digital assets and tokenized deposits.

Currently, interbank settlement in Hong Kong still relies on conventional payment infrastructure. The legacy system’s limitations leave an operational gap between always-on distributed ledger networks and central bank operating hours. To bridge this gap, the HKMA is progressively upgrading its sandbox environment to support uninterrupted, full settlement.

Trillion-Dollar Trials on the Horizon

The HKMA’s initiative also extends to secondary financial products. Hong Kong is preparing real-value CBDC transactions to facilitate derivatives trading outside regular business hours. This move is accompanied by preparations for transaction trials involving Exchange Fund Bills with a total value exceeding HK$1.3 trillion.

The latest policy agenda also underscores government support for trading regulated stablecoins on licensed virtual asset platforms. Furthermore, regulated stablecoins will eventually serve as settlement instruments for tokenized money market funds.

In its initial phase, Project Ensemble explored how tokenized commercial bank deposits could operate alongside other tokenized assets. That research has now materialized into real transactions driven by the HKMA through EnsembleTX.

What About Regulations for Gold and Real-World Assets?

Complementing central bank infrastructure upgrades, the Securities and Futures Commission (SFC) is expected to finalize regulatory frameworks for tokenized investment products. This new framework will encompass commodity assets such as gold as well as various other real-world assets.

For institutional players, the absence of weekend settlement has often served as a deterrent from fully entering the blockchain ecosystem. Hong Kong’s move to eliminate operating hour restrictions pressures other global financial hubs to follow suit, or risk watching institutional transaction volumes shift to a jurisdiction that never closes.
