No-Bid $94.6 Million Crypto Tracking Contract Awarded - Chainalysis Sues US Government

Chainalysis Government Solutions officially sued the United States government in the Court of Federal Claims on July 27, 2026. The blockchain analytics firm is contesting a $94.66 million contract from US Immigration and Customs Enforcement (ICE) that was awarded directly to their competitor, TRM Labs.

The contract, numbered 70CMSD26C00000005, took effect on July 1, 2026, and is scheduled to run until June 30, 2027. Its primary scope of work is providing analytical support to the Homeland Security Task Force National Coordination Center Cyber Disruption Center. The scope of tasks from ICE extends beyond just standard software licensing. The services must cover crypto transaction tracking, blockchain analytics, open-source intelligence, recovery of seized assets, and mapping of criminal networks.

Why the No-Bid Route Was Chosen

The root of this dispute stems from a government procurement process that was decided as a sole-source designation. The multi-million-dollar project did not go through the typical open, competitive bidding process. ICE itself only announced its intention for this sole-source procurement in June. They only gave other interested companies until June 11 to submit their capability statements to the government.

By the deadline, ICE had received only one official proposal. TRM Labs, which emerged as the contract recipient, naturally refused to back down in the face of the lawsuit. The intelligence firm decided to intervene in the case, numbered 26-1067C, aligning itself with the US government to defend their contract.

Up until the trial proceedings, the entire main lawsuit filing from Chainalysis remains withheld and sealed by the court. This status makes it impossible for the public to verify the plaintiff’s specific arguments regarding ICE’s position.

Judge Fast-Tracks Schedule to Early September

Judge Stephen S. Schwartz, who was assigned to preside over the case in the Court of Federal Claims, set an extremely fast-tracked schedule. The deadline for Chainalysis to submit its motion documents was set for August 11. The government, along with TRM Labs, was given until August 21 to compile their responses via cross-motions. Chainalysis’ final reply must then be submitted by August 26 at the latest.

The climax of this battle of filings will lead to oral arguments scheduled for September 2 at 10:00 EDT in a Washington DC courtroom. The court’s pace was pushed this fast because the US government itself requested that the judge issue a final ruling before September 10.

This contract lawsuit places the two largest blockchain intelligence providers in the US in open competition for control of federal law enforcement programs. For industry observers, this clash highlights a new reality: every on-chain transaction trace has now become a valuable commodity for whoever holds the tracking tools.
