The United Arab Emirates (UAE) government has officially adopted Avalanche as the blockchain infrastructure powering its national digital identity system. Following an announcement on September 14, 2026, Avalanche developer Ava Labs, alongside advisory firm Deca4 and the local telecommunications authority (TDRA), agreed to upgrade the architecture of the UAEPASS Digital Vault system.
The UAEPASS platform is far from an early-stage pilot project. The system is already fully operational, handling digital identities for 12.5 million users. This user base spans across all demographics, ranging from citizens and visa-holding residents to foreign visitors arriving in the UAE.
This user access is also directly integrated into various vital sectors of their daily lives. Currently, UAEPASS is connected to more than 15,000 different services managed by over 350 entities, including both government bodies and private corporations. Within this extensive ecosystem, the Digital Vault feature operates, allowing individuals to request, store, and share verified documents required for administrative processes without the need for physical paperwork.
The Boundary Between Security and Privacy
The appointment of the Avalanche network as a document verification tool has raised questions regarding data privacy. However, the system architecture strictly separates authenticity validation from the storage of sensitive data. The blockchain network will never copy or record the contents of residents’ personal documents.
Instead, the Avalanche infrastructure functions solely to store cryptographic records of those documents. When a user submits an application file to a government agency or private institution, the system matches the cryptographic record on the blockchain to confirm that the document is valid and has not been modified since issuance.
During this technological transition, Deca4 is taking on the technical role on the ground. The consulting firm is tasked with leading all implementation phases while coordinating the network migration with the TDRA as the state regulatory body.
Taking on Real-Sector Demand
The TDRA’s decision to leverage public infrastructure for a civilian system places Avalanche far beyond typical crypto token utility. The network now shares responsibility for facilitating data traffic for millions of people in the real economy. An architectural balance that avoids uploading personal files to the blockchain serves as the only way to digitize bureaucracy without risking mass data leaks. This on-chain and off-chain data separation model in the UAE is likely to serve as a benchmark for adoption in other jurisdictions.
