Block and Coinbase Chiefs Push for CLARITY Act Vote - But Senate Has Only 7 Days Before August Recess

Time is running out for the crypto industry in Washington. Jack Dorsey’s Block has sent a letter to US Senate leadership, urging that the CLARITY Act be brought to a floor vote immediately. They are seeking regulatory clarity and legal protections for developers and self-custody services.

Coinbase CEO Brian Armstrong also joined the push. “Clear rules are almost here,” he said. However, the enthusiasm from both crypto executives clashes with Capitol Hill’s calendar, as lawmakers have only seven days left before the August recess.

Majority Leader John Thune warned the bill almost certainly lacks the time to pass before the recess. Speaking on Fox News, Thune said, “We may have a vote on the Clarity Act… depending on whether Democrats provide the votes.” The primary hurdle lies in Senate procedure, where the cloture process alone takes days.

If it fails this week, the next opportunity will not open until September. That path is fraught with challenges, as crypto regulations will have to compete with federal budget appropriations that dominate lawmakers’ attention.

Common Ground on Ethics Provisions and Trump’s Position

Amid the tight timeline, there is progress at the negotiating table. Senators Thom Tillis and Ruben Gallego have reportedly reached a new agreement regarding the ethics provision that had previously stalled talks. Details of the compromise have not been made public, but crypto lobbyists hope the revised bill text will be shared promptly to maintain momentum.

The ethics provision in the Clarity Act aims to restrict senior government officials from having direct ties to the crypto industry. The primary focus of this rule points to Donald Trump and his various crypto ventures.

Surprisingly, Trump has already agreed to a narrower version of the concept. That move drew criticism from Democrats, who argue the narrower version was tailored so Trump would not have to make significant adjustments to comply.

Although an ethics compromise is taking shape, bipartisan debates remain unresolved. Lawmakers still need to finalize the ethics details, illicit-finance protection rules that heavily impact the DeFi sector, and stablecoin reward programs.

Who Is Helping and Who Is Holding Back

The slow progress is testing the patience of crypto advocates. Senator Cynthia Lummis openly voiced her frustration over the prolonged negotiations.

“After nearly 11 months of giving almost everything asked for, I really don’t know what else my Democratic colleagues need before we act,” Lummis said.

Now, the fate of legal clarity for developers hinges on the Senate’s remaining working days. For an industry that has waited so long, the next seven days will determine whether they gain regulatory certainty or face further delays while federal budget negotiations take center stage.
