Connecticut Resident Loses $200,000 to Offshore DeFi - Seven Major Platforms Under Scrutiny

A Connecticut resident recently lost $200,000 after depositing funds into an unlicensed offshore decentralized finance (DeFi) platform. The funds were confirmed to be unrecoverable, prompting Attorney General William Tong and Banking Commissioner Jorge Perez to issue a formal consumer advisory on September 3, 2026. The victim was initially persuaded to invest capital by someone claiming to be an acquaintance.

Local authorities chose not to disclose the specific name of the platform that took the victim’s money. Instead, the advisory targeted the broader industry landscape by citing seven entities as examples of DeFi platforms operating beyond US regulatory oversight. GMX, Gains Network, dYdX, Aevo, Drift Protocol, Vertex Protocol, and Hyperliquid were listed. Connecticut did not accuse any of these platforms of receiving the victim’s funds, using them merely to illustrate regulatory blind spots.

No-Verification Risks and 250x Leverage

Regulators focused heavily on lax onboarding mechanisms. Several platforms operate fully with only a connected crypto wallet, requiring no identity verification (KYC) whatsoever. The lack of user screening creates loopholes for money laundering and the evasion of international sanctions.

The warning highlighted offerings of perpetual contracts with leverage of up to 250x. Derivative products tracking price movements of Apple, Tesla, Nvidia, SpaceX stocks, foreign currencies, and commodities are under close scrutiny. The US Commodity Futures Trading Commission (CFTC) does permit perpetual trading, but only on regulated exchanges with strict leverage limits.

Contradictory Geoblocking Claims

Among the seven highlighted platforms, Hyperliquid had already faced action from international regulators. The UK Financial Conduct Authority (FCA) listed it as an unauthorized entity in May 2026. A similar step was taken by the Monetary Authority of Singapore (MAS), which placed the platform on its Investor Alert List.

Web traffic data revealed that 22.6% of Hyperliquid visitors originated from the United States. This stands in stark contrast to the platform’s claims that it blocks user access from US jurisdictions.

The Line Between Innovation and Exploitation

For Connecticut officials, unlicensed offshore platform operations cannot hide behind technological advancement. Tong underscored the government’s stance with a sharp statement regarding the risks facing everyday investors: “This is not innovation, this is exploitation. Do your research before turning over any money.”
