Hanwha Selects Avalanche for Tokenized Securities Platform - Gaining a Head Start Ahead of South Korea’s 2027 Regulations

Hanwha Investment & Securities has reportedly completed the development of its new tokenized securities platform. The transaction support system was built relying on a combination of the Avalanche and Hyperledger Besu networks. Throughout the development process, Hanwha partnered with blockchain enterprise FairSquare Lab. The collaboration between the two entities has been underway since 2025 to ensure early infrastructure readiness.

The platform’s completion comes ahead of legal amendments in the country. South Korea is scheduled to enforce key amendments to the Electronic Securities Act and the Capital Markets Act on February 4, 2027. The regulatory revisions will officially recognize distributed ledgers as legitimate securities registers. Additionally, these amendments will permit the circulation of tokenized securities within the existing capital market framework.

Who Is Allowed Access?

The Korea Securities Depository (KSD), as the central depository institution, is also designing its core infrastructure. The agency ensures that the system it is building will be fully compatible with three primary supporting networks: Avalanche, Hyperledger Besu, and Hyperledger Fabric.

Despite running on blockchain technology, the system will not be open to the general public. Participation within this interconnected network will be strictly limited. Access is granted exclusively to regulator-approved institutions. Eligible participants in this ecosystem are confirmed to be restricted to registered securities firms and KSD itself.

Track Record from Japan

Direct demand from financial institutions across South Korea served as the primary driver for integrating Avalanche into this infrastructure. The network arrives with a proven track record in the neighboring country.

Avalanche was previously utilized by Progmat in Japan to power its tokenized securities platform. During the network migration process carried out this past July, the Japanese platform was recorded managing over 452 billion yen in underlying assets.

Three-Stage Roadmap

South Korea’s Financial Services Commission announced the implementation roadmap for the new regulations on September 4, 2026. The rollout plan will be divided into three distinct phases. Covered asset classes include private money market funds, institutional bonds, unlisted stocks, and various fractional securities.

The February 2027 deadline is now firmly established. Hanwha has prepared its infrastructure ahead of schedule, outpacing other institutional players who must now race to catch up before capital market rules officially operate on distributed ledgers.
