US Senate to Hold CLARITY Act Vote on September 15 - Failing to Reach 60 Votes Could Push Crypto to Singapore

The CLARITY Act bill (H.R. 3633) faces a cloture vote on the US Senate floor on September 15, 2026. This step does not determine the final passage of the legislation, but is rather a procedural process to open formal debate. The cloture mechanism requires the support of at least 60 senators. This supermajority requirement inherently gives bargaining power to the minority party if the majority fails to secure the necessary votes on its own.

Patrick Witt, Executive Director of the White House Digital Asset Advisory Council, urged senators from both political parties to support the motion to proceed. Witt warned that a single failed vote could immediately shut down the remaining legislative window, leaving the United States without a federal crypto market framework. Treasury Secretary Scott Bessent echoed similar arguments, emphasizing that the lack of clear rules continues to drive digital asset development hubs outside the country to rival jurisdictions such as Singapore and Abu Dhabi.

A Lobbying Clash Between Two Industries

A Reuters report on September 9 noted that crypto firms and banking groups have ramped up their lobbying efforts ahead of the vote. Rather than uniting behind the bill, the two industries are sharply divided on several crucial issues. The debate centers on rules regarding stablecoin yields, bank deposit placements, anti-money laundering compliance standards, and a tug-of-war over jurisdictional authority among regulatory agencies.

The bill’s journey to the Senate floor has been a long process. The US House of Representatives passed its version by a 294-134 vote in July 2025. The process continued ten months later when the Senate Banking Committee advanced a revised version with a 15-9 vote in May 2026. This progression culminated when Senate Majority Leader John Thune filed a cloture motion just before senators entered their August recess.

Narrow Options Ahead of Midterm Elections

If the cloture motion fails to reach the 60-vote threshold on September 15, Republican leaders still retain the authority to reconsider the vote or seek other procedural avenues.

However, remaining floor time in the Senate is severely limited as attention shifts toward preparations for the 2026 midterm elections. The tight schedule makes a second attempt highly risky and difficult to execute. The fate of US federal crypto guidance now rests entirely on last-minute bipartisan consensus.
