Russia Prepares to Bring Bitcoin and USDT to Official Exchanges - But Imposes $3,650 Limit for Retail Investors

The Central Bank of Russia has released its initial proposed list of crypto assets that will be allowed to trade on the country’s official exchanges. In its latest draft proposal, the Russian monetary authority named Bitcoin, Ether, and the stablecoin USDT Tether as the primary candidates allowed to be traded publicly. The creation of this list is a direct follow-up to a new law signed by President Vladimir Putin on August 4. Through this new legal framework, the Bank of Russia now officially holds a full mandate to select which digital currencies are eligible to trade in the organized trading ecosystem.

Strict 5-Year Track Record Requirement

Although the exchange doors are starting to open, not all crypto coins can easily enter the Russian market. The Central Bank has established three main filtering criteria for digital assets. First, candidates must have an adequate market capitalization size. Second, the coin’s average daily trading volume must show stable liquidity.

Third, and the one that filters out the most projects, a cryptocurrency is required to have a price history track record of at least five full years in foreign markets. This longevity requirement automatically eliminates the majority of new coins, leaving only a selection of pioneering assets that have proven themselves across various market cycles.

Retail Transaction Limits vs. Unlimited Freedom

This new regulatory framework applies different standards for ordinary investors and large-scale financiers. For non-qualified or retail investors, the Bank of Russia has set a maximum annual purchase limit of 300,000 rubles, or equivalent to $3,650. This transaction quota applies specifically per intermediary - meaning this limit is binding when users purchase crypto through brokers, licensed crypto exchanges, or asset managers. This restrictive rule is deliberately designed to protect small investors from the risk of losses due to crypto price volatility, which often moves sharply.

The treatment is completely opposite for qualified investors. This group of professional investors is entirely exempt from any restrictions, allowing them to purchase crypto assets on the exchange without any nominal limits. This unrestricted transaction freedom also applies to purchases made via OTC or over-the-counter channels.

However, there is one absolute condition that bridges both groups. Regardless of capital size or qualification status, all potential buyers are required to take and pass a test on understanding crypto market risks before they are actually allowed to hit the buy button.

Waiting Period for Final Decision

All of these trading guidelines are not yet officially in full effect. The Bank of Russia is keeping a consultation window open to gather feedback and objections from industry players regarding this draft proposal until the final deadline of August 24. Past that deadline, this draft is highly likely to be formulated into operational law, marking a new chapter in digital asset trading under direct government supervision. Reported by Cointelegraph.
