OpenAI disrupted an operation involving a cluster of accounts that used ChatGPT with Russian-language instructions to generate thousands of English-language social media posts. According to a report dated August 26, 2026, the operation was specifically designed to fabricate a shadow research institute. The network’s operators instructed ChatGPT to scrub any punctuation or stylistic cues that could trace the content back to Russia. Since ChatGPT is blocked in Russia, the group relied on VPNs to access the service.
Exploiting Global Academic Reputations
The operation primarily centered on the “International Burke Institute” (IBI) - a fictitious organization designed to appear as a legitimate Israel-based think tank. The network manufactured credibility by maintaining fake official social media accounts while deploying fleets of bot personas acting as regular users to promote and discuss the institute.
OpenAI’s investigation revealed that 34 out of 36 articles on the IBI website were direct copies. The network scraped research papers written by others and attributed them to real-world academics who had no involvement with the work. In one example, a lengthy article discussing the China-Pakistan Economic Corridor was copied directly from a Cambridge University Press publication, but on the IBI site, the author’s name was replaced with that of an active professor from the University of Nottingham.
While the IBI campaign garnered minimal audience engagement on social media, OpenAI took the pattern seriously. The company emphasized that the elaborate construction of a fake institution distinguished this maneuver from numerous Russia-linked influence operations dismantled since the invasion of Ukraine began. Nevertheless, the AI company refrained from directly attributing the operation behind IBI to the Russian government.
A Pattern Recurring Since 2024
The misuse of artificial intelligence tools for transnational campaigns has an established track record. Back in 2024, OpenAI’s internal systems identified a pro-Russian campaign dubbed “Doppelganger.” That group used ChatGPT to generate a stream of propaganda articles praising Moscow while stoking negative sentiment against Ukraine, NATO, and the United States.
At a deeper tactical level, OpenAI’s tools were also utilized by Forest Blizzard - a cyber unit operating under Russian military intelligence. They leveraged ChatGPT’s analytical capabilities for daily operational tasks, ranging from compiling open-source research to profile targets to drafting phishing lure messages.
Parallel Threats in the Web3 Ecosystem
The exposure of the IBI network serves as a timely warning for the Web3 ecosystem, which shares an inherent vulnerability to disinformation. The group’s methodology demonstrates how easily AI tools can be manipulated to construct layers of synthetic legitimacy from scratch. In a crypto industry already plagued by fake influencers and fraudulent project whitepapers, the ability to fabricate academic credentials and scientific research shows that bad actors now possess operational tactics that are increasingly deceptive to retail investors.
