The blockade has finally crumbled entirely. Crypto users in the Philippines can now access Binance again after PLDT, the country’s largest telecommunications provider, restored connectivity to the crypto exchange’s website. PLDT’s move complements network access previously unblocked by Globe Telecom in May.
However, the exchange’s return comes with strict conditions. Binance is not offering its services directly. Instead, it is entering through a local entity named BlockShoals Technologies Inc., a crypto intermediary holding a certificate from the Philippine Securities and Exchange Commission (SEC).
This partnership serves as a bridge for Binance to re-penetrate a market that shut its doors two years ago. In 2024, Philippine regulators blocked access to Binance after finding the exchange was operating without proper local registration.
A Special Route Inside the Regulatory Sandbox
The re-entry strategy relies on the SEC Strategic Regulatory Sandbox framework, or StratBox. BlockShoals, acting as the intermediary, secured in-principle approval from the regulator back in November 2025. The process moved forward when it officially received a Notice to Proceed with Testing on April 14, 2026.
Former CEO Changpeng Zhao, also known as CZ, confirmed the operational status via X on July 29, 2026. “Binance has a very special sandbox license in the Philippines. Website is unblocked. Fiat channels coming soon,” wrote the central figure of Binance.
Although the main website is no longer blocked by internet service providers, the gateway for retail users remains partially restricted for now. The first phase of the sandbox program requires a 90-day system integration period. New user onboarding will only roll out once this integration phase is complete. Concurrently, Philippine Peso (PHP) payment rails and supporting fiat on-ramps are still under development.
Still Stuck on Mobile App Stores
Beyond the incomplete fiat infrastructure, mobile users also cannot access the app just yet. The official Binance app on the Apple App Store and Google Play Store remains unavailable in the Philippines. Restoring app listings involves a separate bureaucratic process: regulators must update BlockShoals’ legal status and relay it to Apple and Google. To date, there is no confirmed timeline for when this update will be finalized.
News of restored access in the country provided a boost to Binance’s native token. BNB was trading around $592, marking a 4% increase from the previous day’s close.
For other crypto exchanges currently locked out of national markets due to regulatory clashes, the BlockShoals route offers a valuable blueprint. A door forcibly shut by the government is not permanently locked - it can still be reopened through pilot pathways, provided players are willing to partner with local entities.
