US Treasury Secretary Calls Crypto Key to Dollar Dominance - Prepares Joint Rules with SEC After Failed Congressional Bill

US Treasury Secretary Scott Bessent positioned digital assets and stablecoins as strategic tools to reinforce the global dominance of the US dollar. Bessent delivered the remarks during a dialogue session with Ripple CEO Brad Garlinghouse at the Ripple Swell 2026 conference in Manhattan on October 27, 2026. Addressing representatives of international banking institutions and blockchain developers, the US finance chief emphasized that the strength of the world’s reserve currency is entering a new chapter.

The power of the global reserve currency is no longer seen as resting solely on a military umbrella. The geopolitical landscape is shifting toward leadership under a technology umbrella, with crypto instruments at the forefront.

Shift Toward a Technology Umbrella

Bessent likened digital asset competition to the rivalry between the United States and China over artificial intelligence (AI) and semiconductor manufacturing. Washington is setting its sights on winning the entire digital asset technology stack to ensure its control over the international financial system remains firm.

Current market dynamics offer tangible proof: more than 90% of stablecoins are pegged to the US dollar. Stablecoin issuers allocate their reserves to US Treasury securities. This allocation mechanism turns stablecoin issuers into an important source of financing for the federal budget.

New Markets in Developing Nations

Bessent dismissed concerns from some quarters that stablecoins merely shift standard dollar deposits away from the conventional banking system. According to him, stablecoins open new market niches in developing countries where citizens need tools to hedge against inflation and local currency devaluation.

The need to preserve asset value amid weakening local currencies creates real demand for the US dollar outside domestic US jurisdiction. Through digital asset channels, dollar penetration reaches a new user base across international markets.

Three-Agency Coordination After Congressional Stalemate

Government efforts to establish a digital asset framework faced hurdles following the failure of the Clarity Act in the US Congress. Facing a regulatory void caused by legislative gridlock, Bessent stated that the Treasury Department is leveraging its convening powers alongside the SEC and CFTC to roll out coordinated inter-agency regulation.

The joint initiative is aimed at drafting guidance and regulatory guardrails to prevent the recurrence of debanking practices - the unilateral termination of banking services for digital asset industry participants.

For the representatives of global banking institutions and blockchain developers packing the Swell forum in Manhattan, the commitment to regulatory guidance directly addresses longstanding concerns regarding severed bank account access.
