A second-quarter 2026 13F filing reveals that Wyoming now has indirect exposure to Hyperliquid’s HYPE token. The finding was first shared on X by Blockworks analyst Shaunda Devens, who highlighted the inclusion of Hyperliquid Strategies under the ticker PURR in the state’s portfolio list.
The 13F document confirms the investment, but other key details remain undisclosed. Neither the size of the allocated funds nor the exact timing of the position opening in the second quarter was detailed in the public report.
Through Stocks, Not Direct Tokens
There is one key detail in the report: Wyoming did not buy HYPE tokens directly on the crypto market. The exposure was obtained through share ownership in the public company Hyperliquid Strategies. This move aligns with a growing trend among public institutions seeking access to the crypto ecosystem through registered securities rather than holding pure tokens in digital wallets.
As a decentralized derivatives exchange (DEX), Hyperliquid has recorded strong performance, with the value of the HYPE asset rising sharply since the beginning of the year. Wyoming’s choice to enter via public equities shows a more common method used by government institutions to participate in the growth of digital asset value.
Building Its Own Ecosystem
This stock investment is just one part of the Web3 initiatives Wyoming is working on. The state has already made history by launching the Frontier Stable Token (FRNT), the first state-run dollar stablecoin in the US. The token was initially released on Solana and has now expanded to the Ethereum, Arbitrum, Base, Optimism, Polygon, and Avalanche networks.
The FRNT reserves are managed directly by asset manager Franklin Templeton. Interest from managing these funds is channeled to fund public schools in Wyoming. Their legal infrastructure is also in place with the Stable Token Act, a special licensing framework for DAOs, and the Special Purpose Depository Institution charter. Beyond crypto, the local governor has also issued an executive order to evaluate the development of large-scale AI data centers.
Grand Stage in Jackson Hole
These various initiatives will be the main topic of discussion at the Wyoming Blockchain Symposium, scheduled for August 17-20 in Jackson Hole. The speaker lineup brings together policymakers and industry leaders, ranging from SEC Chairman Paul Atkins, Senator Cynthia Lummis, Cardano founder Charles Hoskinson, Ripple CEO Brad Garlinghouse, to Galaxy founder Michael Novogratz.
For other public institutions still watching from a distance, Wyoming’s move provides a clear roadmap. They prove that traditional financial instruments can serve as a legal bridge to access crypto market value without having to breach state regulatory limits.
