The Office of the Comptroller of the Currency (OCC) officially granted initial conditional approval to World Liberty Trust Company, National Association on August 14, 2026. This decision paves the way for the entity, which is parented by Delaware-based WLTC Holdings LLC, to establish a national trust bank in Bay Harbor Islands, Florida.
The primary function of this institution is to issue and redeem the USD1 stablecoin specifically for institutional clients. Beyond that, they are tasked with managing asset reserves, providing custody services, and facilitating the conversion of other stablecoins into USD1. It should be emphasized that this entity is not a regular commercial bank - they do not service retail deposits or conventional loans. If final authorization is eventually granted, World Liberty Trust will directly replace BitGo Bank & Trust as the exclusive issuer and custodian of USD1.
Why This Approval Triggered a Senate Reaction
This charter approval immediately sparked a storm in Washington due to one crucial fact: entities associated with the Trump family are known to control about 38% of the equity ownership in World Liberty Financial. This dominant stake has triggered strong criticism from various parties who sense potential conflicts of interest at the highest level of government.
The reaction from Capitol Hill came without delay. In response to this move, Senator Elizabeth Warren along with nine other senators immediately introduced a bill titled ‘Ending Presidential Corruption in Banking Act’. Countering that sentiment, the OCC was quick to assert that the entire review process was conducted purely by career officials, not political appointees. Nonetheless, the position of Comptroller Jonathan Gould, who was appointed directly by Trump in 2025, makes that denial difficult to convince the public.
The Long Road to Final Authorization
This August 14 approval is only a preliminary charter, not a green light to start immediate operations. World Liberty Trust must meet a series of pre-opening conditions before it can obtain final authorization. They are also required to register shares in the Federal Reserve Bank and maintain a minimum capital limit of $20 million.
For timeline comparison, Circle’s process can serve as a benchmark. The USDC issuer only completed its pre-opening conditions and secured final authorization for its national trust bank in July 2026. This preliminary decision from the OCC places World Liberty in the same queue as a line of other established players, ranging from Circle, Ripple, BitGo, Fidelity Digital Assets, Paxos, Coinbase, Crypto.com, to Stripe’s Bridge.
World Liberty’s presence in the national banking arena shows that the friction between the crypto business and US politics is entering a new chapter.
